An Urban Platform for Big Thinkers Big Systems An Urban Platform for Big Thinkers Big Systems It appears that bright city lights will soon be shimmering in the high desert of southeastern New Mexico, although not many people will be there to see them. Instead, a 22-square-mile city that could house and employ 35,000 residents will be home to a few hundred scientists and technicians. Their task: to test and certify cutting-edge technology and infrastructure in an urban environment missing just one thingpeople. The estimated $1-billion Center for Innovation, Testing and Evaluation (CITE) is designed to test large-scale technology experiments in a real-world setting without worrying about any individuals safety or the effect on peoples property. The purpose of CITE is basically to collect data, says Robert Brumley, managing director of Pegasus Global Holdings, the technology development firm financing and driving the project. Our city will be unpopulated so [researchers] can get the bugs out of systems without any worry about safety, without restrictions. It will allow unrestricted testing. Brumley says CITE will be a proving ground for a range of systems, many of them large and supporting a wide range of possible infrastructure from intelligent transportation systems using driverless vehicles to the integration of alternative power sources into the grid, or new microgrids, along with smart building technology. But they wont be tested in a vacuum. The city will be built with older, existing technology so that new systems can be integrated within or eventually supplant the older systems. Well build in a legacy infrastructure, says Brumley. Telecomm, for example, would [include] different systems: copper, coaxial cable, fiber, analog and digital. Well have layered infrastructure, within reason. Highways can have multiple beds. We can use different building materials over time. City Lab will be organized to allow for adaptability and flexibility. Image: CITE Districts The project will be divided into several districts, the most visible being City Lab, a representation of a modern U.S. city. Spread over 400 acres, the phantom city it will consist of an urban zone, with mid-to-high-rise buildings, along with suburban and rural zones all fitted with and connected to each other with appropriate infrastructure. Another area called the Field Lab District will be set aside for future public or private development attracted to CITE, broken into industry-specific plots. A research campus will be a center of collaborative innovation, a temporary headquarters for research teams using the facility and permanent home of industry working within the project. All will depend on the nerve centercalled the Backbonean underground operation and maintenance center from which tests will be monitored. Pegasus says it will be EMP hardened and EMI protected to also house facilities such as clean rooms and analytical instrumentation laboratories. A network of tunnels and conduits carrying utility systems from throughout the site will lead to the Backbone, where researchers and operators can tie together functions as a whole. Proving Ground Brumley points out the advantages of an unoccupied city as a proving grounds for technology or products. Its a place where somebody can come in, break things and put them back together before taking it back and doing limited production, he says. Autonomous transportation systemsdriverless cars and trucksis an oft-cited example how CITE could accommodate new systems. Testing one driverless vehicle on a city street poses obvious problems. At CITE, researchers could test a fleet of cars and delivery trucks using a centralized wireless network without worrying about accidents with people or other vehicles. They could operate on roads fitted with electronics or sensors embedded into the pavement, or backfitted into a traditional road. Additionally, researchers could work in a fleet of delivery drones dropping off packages to specific addresses without worrying about privacy violations or the Federal Aviation Administration. Researchers could experiment with controlled spectrum interference to determine the extent of disruption to such systems and devise solutions. Desalination or other advanced water supply or treatment technologies are expected to be one of the core application areas. Large-scale security experiments are another option. Researchers could simulate large-scale electromagnetic pulse attacks on electronics, power systems, water systems or telecommunications. Private corporations could use it to test products on a scale not currently possible. Security or first-responder practices could be conducted, even sprawling disaster relief drills. Pegasus is financing the initial buildout, expected to cost between $500 million to $600 million. Later work would bring project costs up to $1 billion. Pegasus will set up separate companies to own and manage the real estate, the resource production facility and the city and field labs together with the Backbone. Architect-engineering firm Perkins Will holds a contract for overall planning and design and Clark Construction Group has a design-build contract for civil and underground work. Raytheon will manage utilities and the network operations center, says Brumley. A fourth contract for overall systems engineering is expected to be announced in September, he says. The firm is working with an advisory council that includes the University of New Mexico, New Mexico State University and New Mexico Institute of Mining and Technology, as well as Los Alamos and Sandia National laboratories. Pegasus planned to begin construction two years earlier, but siting issues near Hobbs, NM, just outside of Las Cruces, stalled the project. Brumley is optimistic the remaining permits can be obtained for construction to begin in September. The initial buildout of the underground network hub and research facilities could be finished by 2018, followed closely by the city portion. We intend to be there for 25 years or so, he says. It is of particular importance when questions are asked and answered. Components in Communication There are five components to any communication and a sixth that is the overall environment of the workplace in which the communication takes place. The components of communication are: The individual sending the message. The sender must present the message clearly and with enough detail so that the receiver shares meaning with the sender. The context for the message. The context is how the message is delivered by the sender of the message. Context involves nonverbal communication such as gestures, body language, facial expressions, and elements such as tone of voice. Most of the context for a message is only available when the receiver can see and hear the message sender. Email and IM emoticons, for example, are a poor substitution as the sender formulates them without input from the receiver.Another piece of the context is the emotions that are involved in the communication circle. Is the sender angry? Is the receiver indifferent to the content of the communication or disdainful of the sender? Normal human emotions affect whether a message is successfully shared. The person receiving the message. The receiver must listen carefully and intently, ask questions for clarity, and paraphrase to ascertain that the receiver shares meaning with the sender. If the receiver trusts the sender, the chances for effective communication increase. The delivery method you choose. The delivery method should be selected based on the medium most effective to convey the meaning of the message. Since communication methods are so diverse since the dawn of computers and mobile devices, decisions about the delivery method have become more complex. The delivery method must suit the communication needs of both the sender and the receiver.Communication methods include  verbal communication, instant messages (IM), email, letters, signs, posters, videos, screenshots, telephones, notes, forms, written documents, and more. These methods will continue to expand, and employee expectations for instant communication about everything having to do with their work will continue to grow.In-person communication has increased in importance especially for organizational information that might call for change, provide employee recognition, or allow for on-the-spot questions. In-person communication is also favored because employees have access to the component, context. The content of the message. The content of the message should be clear and presented and described in enough detail to obtain understanding from the receiver. If the message content resonates and connects, on some level, with the already-held beliefs of the receiver, it is most effective. How Asking Good Questions Enhances Communication James O. Bad questions often prompt incomplete or misleading answers and can undermine rapport. On the other hand, good questions are a valuable tool of efficiency, competence, and rapport-building. There are six types of good questions: direct, control, repeat, persistent, summary, and non-pertinent. To describe them briefly: Direct:  You pose a simple question with a basic interrogative. Control:  You already know the answer to it when you ask it. It’s a way of finding out whether or not the person is lying, uninformed, and/or not paying attention. Repeat:  You ask two different questions that are after the same information. Persistent:  You ask the same question in different ways to explore all facets of the desired information. Summary:  You ask a question that is intended to allow the source an opportunity to revisit the answer. Non-pertinent:  It doesn’t pertain to the subject you want to know about, but it’s one the person will probably not lie about; it serves the purpose of seeing what the truth “looks like” and getting the person to open up to you. It can also tie into the context of the questioning exchange. Details about the 6 Types of Good Questions Direct Direct questions are the best: One interrogative, one verb, and one noun or pronoun. Who are you?What happened at the party?When did you arrive at the office? Where are the car keys?Why did you leave the meeting early?How much did you pay for that iPad? Control When do you say, “I’m deliberately not going to ask a direct question?” When you check the truthfulness or accuracy of a response, then you use a control question and look for consistency. Control questions are deliberate questions that you know the answer to so they are not about the  discovery of information. They are about the discovery of behavior, patterns of speech, and level of truthfulness or accuracy. Perhaps it’s something you talked about before with the person. If you know that someone on your human resources team alienated an employee because the employee sent an email to complain about the person, you might ask a control question like, “How did it go in the   performance review with Pamela today?” You already have the information; you just want to find out how your HR person answers the question. Repeat You want to come at the same information in two different ways. For example, if you asked, “How many people are on the sales force?” the person you’re speaking with might respond: “There are 22 in the field.” Later on, when you’re talking with him about something different - areas where the company has a foothold, for example - you might ask, “How many sales regions do you have?” He might respond, “22,” which is a way of confirming the number of personnel on the sales force. It’s not an absolute test, but it gives value and credence to what he said before. They are two different questions that cross-check the information provided. In using repeat questions, you may also uncover discrepancies. If your source in this example responds that there are 28 sales regions, you would want some clarification. Maybe there’s a perfectly good reason - the sales force normally has a complement of 28, but there has been so much turnover lately, that they are six short - but the response does give rise to doubt the fact that there is a mismatch between the number of personnel and the number of sales territories. That mismatch must lead to further questioning to resolve the issue. Persistent In any exchange in which more than one answer might be given to a question, use persistent questioning to get a complete answer. Like repeat questions, persistent questions are also useful if you suspect that the person is not truthful. “Where did you go on your vacation to California?” might elicit the answer, “Disneyland.” Although it’s possible that Disneyland is the only place, it’s logical to follow that question with, “Where else?” Bypassing that repeat question and going straight to questions about Disneyland means that you miss the opportunity to get a complete picture of your friend’s California trip unless that information happens to leak out at some other time.
